Dry-run a bounded commercial fact_rate proof. Requires payer, version_id, state, and code. Plans Iceberg files/bytes before materializing rows, and returns a receipt-shaped plan. On no_match (version_id not found) the value includes available_versions: the version_ids that do carry rows for that payer/state/code, so an agent can pick a valid one. version_ids are payer-scoped strings, not bare YYYY-MM.
