Collect Ari's answer for an id from ask_ari_for_a_decision. Waits up to wait_seconds (0 to 45) for it to finish.

Returns 'status: done' with the answer, 'status: queued' or 'status: working' (call again), or 'status: failed' with the reason.
Only works with the same API key that asked. Answers are kept for 24 hours.
