Record the tax payment

tax_record_payment

Record that a filed return was paid: the day, the amount and the reference. It clears the liability, and the bank reconciliation waits for the statement row that shows it. Record a payment after it happened, against the filing it pays, with the day it went and the agency's reference. Never more than the filing still owes. Nothing here pays anything. The payment then waits in the bank reconciliation like any recorded payment until the statement shows it. Effects: payment recorded against the filing; the liability goes down by it.

TDQS

A3.9/5.0
Behavior4/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Beyond the annotations, the description discloses important effects: the payment is recorded against the filing, the liability decreases, nothing is actually paid, and the payment waits in bank reconciliation until the statement appears. It does not cover permissions or duplicate-handling details, but adds substantial behavioral context beyond the annotation hints.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness3/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The essential information is front-loaded, but the description repeats the bank reconciliation waiting concept in both the first and later sentences, and partly restates the recording action. It is reasonably sized but not maximally tight.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a mutation tool with annotations and no output schema, the description is largely complete: it explains the effect on liability, the constraint on amount, the downstream reconciliation state, and what the tool does not do. It could be fuller on error or duplicate-payment behavior, but covers the core needs.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters4/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 100%, so the baseline is 3. The description adds meaningful semantic constraint not present in the schema, especially that the amount must never exceed what the filing still owes, and reinforces that filing_id refers to the filing being paid and reference is the agency confirmation.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description states a specific verb and resource: recording that a filed tax return was paid, including the day, amount, and reference. It clearly situates the action against a filing, but does not explicitly name or contrast with sibling tools such as tax_record_filing.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines4/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

It gives clear usage context: record only after payment happened, against the filing being paid, with the paid date and agency reference, and never for more than the filing still owes. It also clarifies that the tool does not initiate payment. It does not explicitly name alternative tools for related actions.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
