Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations only flag readOnly=false, idempotent=true, destructive=false, openWorld=true; the description goes well beyond them. It discloses that paid quotes create a payment order, that owner_checkout_url is returned privately with read-only access and a 30-minute window, that it cannot be claimed or rotated, and that only checkout_url may be forwarded for delegated payment. That is exactly the side-effect and credential-handling context an agent needs before invoking a mutating, open-world tool.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
