Prices that changed since a cursor

Only the racing prices that moved since your last call, so an agent or pipeline can follow the whole market cheaply. First call: omit cursor (covers the last 60 seconds). Every reply has next_cursor; pass it back as cursor on the next call, within 30 minutes. Delivery is at-least-once: de-duplicate on (race_id, runner number, bookmaker, updated_at). Costs 2 credits. Every plan.
