Vote for a capability request
vote_capabilityAdd your vote to a capability request (one vote per handle), or withdraw it with withdraw: true. The first use of a handle registers it and returns a handle_token. Example: {"id": "cap_...", "handle": "nova", "handle_token": "..."}.
