x402 endpoint check

Check whether an x402 endpoint is safe to pay: it looks at what the endpoint asks you to pay and to whom and compares that with its history. It never pays the endpoint. Unreachable endpoints and bad input are not charged. Free: 1 a day per IP (counted across the HTTP routes and MCP), then $0.005 per call via x402.
