submit_cr_review

Submit an APPROVED/REJECTED decision on a change request that is SUBMITTED or UNDER_REVIEW. Eligible reviewers are project Managers and Owners, members of the organization's Change Control Board, and reviewers designated on the change request. An agent acting for a person reviews only where that person is eligible too. The requester cannot review their own change request, and neither can an agent acting for them. One review per (CR, reviewer) pair; a second returns CONFLICT. Plan gate: changeControl (ENTERPRISE+).

TDQS

A4.7/5.0
Behavior5/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations declare readOnlyHint=false, idempotentHint=false, destructiveHint=false; the description corroborates and enriches these by stating one review per (CR, reviewer) pair with a second returning CONFLICT, plus a platform plan gate (changeControl ENTERPRISE+) and detailed authorization rules. This is behavior an agent cannot get from the annotations alone.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness5/5

Is the description appropriately sized, front-loaded, and free of redundancy?

Front-loaded with the action and decision, then layered rules in terse clauses. Despite the length, every sentence contributes a distinct constraint (state, eligibility, delegation, self-review ban, conflict, plan gate) with no filler.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness5/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a governance mutation with no output schema, the description covers preconditions, authorization, delegation semantics, conflict behavior, and plan gating — everything needed to invoke correctly. Return-value discussion is unnecessary since no output schema exists.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 0%, so the description should carry the burden. It echoes the decision enum (APPROVED/REJECTED) but says nothing about changeRequestId or the optional comment parameter (whether it is required for REJECTED, etc.). The schema still defines the types and enum, so a mid-range score is warranted.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose5/5

Does the description clearly state what the tool does and how it differs from similar tools?

States a specific verb and resource ('Submit an APPROVED/REJECTED decision on a change request') and pins the required precondition (state must be SUBMITTED or UNDER_REVIEW). This clearly separates it from siblings like submit_change_request (creates) and submit_proposal_review (different resource).

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines5/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

Explicitly enumerates who may use it (Managers, Owners, CCB members, designated reviewers), the agent-delegation constraint, and the exclusions (requester cannot review their own CR, nor can an agent acting for them). It also states the conflict condition and the plan gate, leaving little to inference.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
