decide_closeout_signoff

Destructive

Record the caller's decision on a closeout that is IN_REVIEW: SIGNED_OFF, or CHANGES_REQUESTED with a comment saying what needs to change. When every active designated reviewer has signed off the closeout is SIGNED_OFF and the person who sent it is told; any change request sends it back to DRAFT and tells them too. A designated reviewer may decide, as may the project Owner or Manager, whose decision can send it back but never counts toward the quorum unless they were named. Refused with CLOSEOUT_NOT_IN_REVIEW when nothing is waiting. Returns the record get_closeout_status returns.

A4.3/5.0
Behavior5/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Goes well past the annotations (readOnlyHint=false, destructiveHint=true, idempotentHint=false) by disclosing the state-machine consequences: change requests revert the closeout to DRAFT, full reviewer quorum flips it to SIGNED_OFF, and the submitter is notified in both directions. It also documents the authorization model and the exact error code returned when nothing is awaiting review.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness5/5

Is the description appropriately sized, front-loaded, and free of redundancy?

One dense paragraph that front-loads the action and decision values, then layers state outcomes, permissions, and error behavior in descending order of importance. Nothing is padded and no sentence is redundant.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

With no output schema, the description handles return values economically by saying it 'Returns the record get_closeout_status returns,' which is enough for an agent to know the shape. State transitions, permissions, and the failure mode are all covered; only the ambiguity versus submit_closeout_signoff leaves a gap.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters4/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is only 33% (only comment is documented), so the description must compensate and does: it clarifies the SIGNED_OFF vs CHANGES_REQUESTED semantics and confirms the comment is required specifically for CHANGES_REQUESTED. projectId is left entirely unexplained, though its meaning is inferable from the many project-scoped siblings.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

States a specific verb and resource with its precondition ('Record the caller's decision on a closeout that is IN_REVIEW') and names the two allowed decision values, which is well beyond a tautology. However, it never distinguishes itself from the close sibling submit_closeout_signoff, so an agent choosing between the two must guess from names alone.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines4/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

Gives real usage conditions: who is allowed to decide (designated reviewer, project Owner or Manager), the quorum caveat that Owner/Manager decisions never count unless named, and the refusal case CLOSEOUT_NOT_IN_REVIEW. No explicit statement of when to use this instead of submit_closeout_signoff or get_closeout_status, so it stops short of full routing guidance.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
