Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already declare this a safe, idempotent, read-only, closed-world operation, and the description adds substantial context on top: the payload arrives inside a delimited untrusted block, has a 1 MB ceiling, and is transcoded to Base64 when not text. It also discloses the prompt-injection handling contract, which is behavioral information no annotation or schema field conveys.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
