The description adds no extra behavioral details such as pagination or auth requirements, but it doesn't need to given the simple read-only nature and existing output schema. Adequate but not additive.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
