screened_payer

A signed statement on whether a wallet is clear of sanctions lists, the same screen every payer here passes before a settle: the OFAC SDN address list and the on-chain sanctions oracle. Send an EVM address; get the result, both sources, the time of the screen, its expiry after 24 hours, the statement text and its signature from a ChainHelix key that holds no funds. A seller agent checks the signature and the expiry before it negotiates. clear: on neither list; listed: on at least one; partial: one source could not be read. Price: 6 cents per call.

A4.4/5.0
Behavior5/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

With no annotations, the description carries the full behavioral burden and does so richly: it discloses the two data sources, a 24-hour expiry, that the signing ChainHelix key holds no funds, the meaning of each result state (clear/listed/partial), and the 6-cent price. These are exactly the traits an agent needs before committing.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness4/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The purpose is front-loaded and every sentence carries substantive information (sources, expiry, signature, result states, price). It is somewhat long and prose-heavy, with minor rhetorical padding ('the same screen every payer here passes'), but no dead weight.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness5/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a screening tool with a complex signed-attestation output, the description covers the source data, expiry semantics, result enumeration, price, and signature provenance. Even though an output schema exists, nothing an agent needs in order to call and interpret this correctly is missing.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 0%, so the description must compensate. It clarifies that 'address' is an EVM address, but never mentions the optional 'network' parameter, leaving half the parameters undocumented in both schema and description.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose5/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description states exactly what the tool returns: a signed sanctions-screen statement for a wallet, naming the two sources (OFAC SDN address list and on-chain sanctions oracle). This lets an agent distinguish it from siblings like wallet_risk, cleared_buyer, and buyer_clearance without opening the schemas.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines4/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

It gives clear usage context: this is the screen every payer passes before a settle, and 'a seller agent checks the signature and the expiry before it negotiates.' It stops short of naming an explicit alternative tool or exclusion, so it falls just below the when/when-not/alternative bar.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
