TDQS

A3.8/5.0
Behavior4/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

With no annotations, the description carries the full behavioral burden and does well: it discloses the return contents, the 'once sealed' precondition, the refusal path ('refused before any charge') for a hire with no claim, and the per-call price. It omits any permission/auth or rate-limit context, keeping it from a 5.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness4/5

Is the description appropriately sized, front-loaded, and free of redundancy?

Four short sentences, front-loaded with the purpose, then invocation, then return, then the refusal/price caveat. Every sentence carries information; no filler.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

An output schema exists, so return values need not be spelled out (though they are), and the description still covers the missing behavioral and parameter context (cost, refusal, identifier modes). A status-check tool with 3 optional params is adequately specified, with only edge-case behavior (multiple identifiers supplied, invalid job) left open.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters4/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 0%, so the description must compensate, and it does: 'job id, or the sequence number, or the claim hash' maps the job/seq/hash properties to meaning and the 'or' signals only one identifier is needed (consistent with zero required params). It adds no format details for the hash, so it is not a full 5.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

States a specific resource ('the sealed delivery claim for a hire') and what it returns, which is clear enough to distinguish it from most siblings. It does not explicitly name or contrast with near neighbors like verified_delivery or delivery_spec, so it falls short of a 5.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines3/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

The description implies the calling context (checking whether a delivery claim has been sealed) and explains the three alternative identifiers for invoking it, but never states when to use this tool versus alternatives such as verified_delivery or delivery_spec. This is implied rather than explicit guidance.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
