The first enable creates the agent and its template workflow (welcome messages or reply drafts, review-first); later calls resume or pause it. One watcher per kind per LinkedIn account across all workspaces: a watcher owned by another workspace cannot be controlled from here (DUPLICATE_*_EXTERNAL).
