get_rate_limits

Read-onlyIdempotent

The published rate-limit tiers and enforcement contract (FREE read).

Limits bind to resolved identity -- the verified pairing token on plugin-v1/agent-v1, the client IP on anonymous surfaces -- so rotating caller_id never resets a bucket. Value-bearing tools additionally consume a separate lower bucket. Exhausted callers get a RATE_LIMITED error envelope with retry_after_seconds; plugin-v1/agent-v1 tools/call also answers HTTP 429 with a Retry-After header.

A3.7/5.0
Behavior5/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already cover readOnly/openWorld/idempotent/non-destructive, yet the description adds substantial context: identity-based binding (pairing token vs client IP), the fact that caller_id rotation does not reset a bucket, separate lower buckets for value-bearing tools, and the RATE_LIMITED envelope with retry_after_seconds plus HTTP 429/Retry-After behavior. This is rich behavioral disclosure well beyond the annotation set.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness4/5

Is the description appropriately sized, front-loaded, and free of redundancy?

Purpose is front-loaded in the first clause, followed by enforcement details. Dense but each sentence carries real information (identity binding, bucket separation, error contract). Minor verbosity in phrasing but no wasted sentences.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

An output schema exists, so the return payload need not be explained, and the annotations cover the safety profile. The description adds identity, bucket, and error-envelope semantics, making it largely complete for a free read tool; only explicit invocation timing is missing.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

With 0% schema description coverage on the single caller_id param, the description must compensate. It does partially by revealing that caller_id rotation never resets a bucket (implying it is an identity hint, not a quota key), but it never describes the param's format or expected value.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

States a specific verb+resource ('published rate-limit tiers and enforcement contract') and signals cost ('FREE read'). An agent can distinguish this from usage/limit siblings, though none are named explicitly. Clear but not sibling-differentiating.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines2/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

The description explains the rate-limit system in depth but never says when to call this tool versus alternatives such as get_usage_report, get_trading_limits, or get_integrator_stats. No prerequisites or exclusions are stated; usage is only implied by the name.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
