Annotations already cover readOnlyHint=true and destructiveHint=false, and the description adds behavioral context about the returned row including 'artifact + routing-surface status'. For a simple getter with a safe read profile, this is sufficient behavioral disclosure.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
