Annotations already declare read-only and non-destructive behavior. The description adds useful context by stating the result includes artifact and routing-surface status, but it does not disclose behavior for missing slugs or other edge cases. With annotations covering the safety profile, this is adequate.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
