Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already cover the safety profile (readOnlyHint, openWorldHint), and the description adds genuinely new behavioral context: the image comes back as a data URL and, without an API key, each successful call costs $0.05 USDC via x402 on Base or Solana. That payment/auth path is exactly the kind of operational detail annotations cannot express. It doesn't mention failure behavior, timeouts, or that the request is capped at a 200-character URL.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
