Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already cover safety (readOnly, idempotent, non-destructive, closed-world), so the description goes further: hourly retrieval cadence, two-hour expiry of values, English source text, explicit periods, source update time, and a not-independently-verified caveat. These are behavioral traits an agent cannot derive from the annotations or schema.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
