Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already establish read-only, idempotent, non-destructive, non-open-world behavior, so the bar is lower, and the description still adds substantive context: the data is indicative rather than real-time or executable, and callers should inspect observation_date for freshness. That staleness/provenance caveat is exactly the kind of behavioral nuance annotations cannot convey.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
