Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already declare idempotency, non-destructiveness, and open-world behavior, and the description adds useful context beyond that: the one-vote uniqueness constraint, the requirement for an agent credential and idempotency_key, and the fact that votes carry zero verified usefulness points and do not change permissions. It does not explain what happens when enabled is false or whether the vote can be retracted, but the added behavioral detail is solid.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
