Send a matter enquiry

send_matter_enquiry

Sends a matter enquiry to the firm by email (legal@unifiedchambers.com, with a copy to the Senior Partner’s mailbox) when the matter is within the firm’s engagement range: organisation, contact, amount in dispute, matter type and a summary. Returns the acceptance result; matters below the range, and requests by advocates for empanelment, are declined with the reason and nothing is sent.

TDQS

A3.9/5.0
Behavior4/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already declare readOnlyHint=false, openWorldHint=true and idempotentHint=false, and the description adds real value on top: the external side effect is an email to legal@unifiedchambers.com with a copy to the Senior Partner, declines return a reason, and nothing is sent in the declined path. It does not mention duplicate-submission behaviour or failure modes if the mail transport fails.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness4/5

Is the description appropriately sized, front-loaded, and free of redundancy?

Two sentences, front-loaded with the action and recipient, then the eligibility/decline rules. Dense but every clause carries information (recipients, gating fields, decline semantics); only the parenthetical address list makes it read as slightly heavy.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

With no output schema, the description responsibly states what comes back (the acceptance result) and what happens on rejection (reason returned, nothing sent). For a 9-parameter mutation with full schema coverage and an annotation safety profile, this covers what an agent needs; only the shape of the acceptance payload is left unspecified.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 100%, so every one of the 9 parameters is already documented, including the claim_inr sentinel value and the forum/matter_type enums. The description only echoes a subset of the fields as the 'engagement range' criteria (organisation, contact, amount, matter type, summary), adding little beyond the schema, so the baseline 3 applies.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

States a specific verb and resource ('sends a matter enquiry to the firm by email') and even names the recipient mailboxes, so the action is unambiguous. It distinguishes itself behaviorally from the case-management siblings (get_matter_status, list_my_matters) by being the outbound enquiry submission, though it never names brief_new_matter or book_consultation as the neighbouring alternatives.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines4/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

Gives a clear applicability condition ('when the matter is within the firm's engagement range') and two explicit exclusions: below-range matters and advocate empanelment requests are declined. It stops short of pointing the agent to the correct sibling for those excluded cases, so the routing is implied rather than complete.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
