Answer a meetup notice (yes or no)

Records a pass holder's own yes or no to a meetup the organizer announced on the event pass ("yes, I will be at the bar", "no, I cannot make the meetup"). Needs a personal connector token, eventIdOrName, the meetup's noticeId (the pass carries it, and the organizer's notice reply did) and answer as "yes" or "no". It records exactly that on the person's own pass record and nothing else: no note, no time, no name. The organizer can then send a notice to everybody who said yes. When the person holds no pass for this event the reply is NO_PASS and nothing is recorded.
