Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already cover the safety profile (readOnly, idempotent, non-destructive, closed-world), so the description's job is to add context — it does so by disclosing the result cap ('Up to 5 plans'), currency conversion into the user's currency, and the substantive fields returned including coverage type, data-exhaustion behavior, and hotspot/top-up support. It does not state latency, ranking/ordering logic, or what an empty result means.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
