reprocess_cp_report

Re-decode fetched incomplete stored evidence without paid retrieval. Participant IDs may change and completion is not guaranteed; reload report details. Required scopes: cp:write. Tool failures return isError=true with code, message, named field constraints, recovery, operation_outcome and request_id in both JSON text and structuredContent. Follow recovery; an unknown write outcome requires original-key/receipt recovery, never a new key.
