delete_fine_rule

Delete the effective requirement penalty using existing inheritance semantics, including while disabled. Required scopes: fines:write. Tool failures return isError=true with code, message, named field constraints, recovery, operation_outcome and request_id in both JSON text and structuredContent. Follow recovery; an unknown write outcome requires original-key/receipt recovery, never a new key.
