assign_journal_fines

Idempotent

After explicit user approval submit exactly the reviewed proposal, signed preview_receipt and key. Do not infer approval. Source/config changes require a fresh preview. Identical committed retries return actual applied totals under current authorization, even after expiry. Required scopes: fines:write. Tool failures return isError=true with code, message, named field constraints, recovery, operation_outcome and request_id in both JSON text and structuredContent. Follow recovery; an unknown write outcome requires original-key/receipt recovery, never a new key.
