Insights board get
insights_board_getRead-onlyIdempotent
Read the user's Insights board layout for a tab: its items with positions and sizes, the panels that can be added, and the user's pinned charts you can place. Call this FIRST before any board change and pass the returned rev as baseRev. If the user has never edited the tab, boardId is null and rev is 0 (the built-in layout); your first change creates their own copy.
