Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already declare readOnlyHint, idempotentHint, non-destructive, and closed-world, so the safety profile is fully covered. The description usefully adds the data composition (KEV, EPSS, cache flag) and the cost context, but says nothing about failure modes for unknown CVEs, staleness of EPSS, or rate limits.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
