Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already declare readOnly, idempotent, closed-world and non-destructive behavior, so the safety profile is covered. The description adds the result cap (up to 10) and the per-result fields, which gives the agent a real sense of what comes back beyond the hint flags. It does not discuss ranking or empty-result behavior, keeping it out of 5 territory.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
