Routed through the floor content policy; the gate is server-side (ownership-checked). CONSEQUENTIAL. Returns { ok:true, id } on success; typed refusals { ok:false, reason } where reason is 'forbidden' (not your submission), 'not-found' (no such pending item), or 'tenant-not-provisioned' (NON-floor10 is currently DENIED).
