Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already declare readOnlyHint=true, destructiveHint=false and a closed world, so the safety profile is covered. The description adds genuinely new behavior: the call returns in about 25 seconds (i.e. it is a bounded long-poll, not an indefinite block) and it enumerates the four observable states (generating, waiting for the person, published, failed), which tells the agent to poll rather than assume completion.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
