Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

With readOnlyHint=true already covering the safety profile, the description adds genuine value by disclosing the return shape (each tool plus its URL and whether it requires a connected wallet). It does not mention pagination, caching, or locale-dependent behavior, so it is not exhaustive.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Is the description appropriately sized, front-loaded, and free of redundancy?

Two sentences, no filler: the first front-loads what is returned, the second states the routing use case. Every clause earns its place.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a read-only, single-param listing tool with no output schema, the description covers the essentials of what comes back and when to call it. It omits locale effects on the returned labels/links, a minor gap given the schema documents the parameter.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 100% and the single locale parameter is fully documented in the schema, including its enum and default, so the description cannot add much. It never mentions locale or language behavior, making this the baseline 3.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Does the description clearly state what the tool does and how it differs from similar tools?

States a specific verb (lists) and resource (every tool of the web developer console), and enumerates the categories covered (send transactions, staking, token creation, package deployment, metadata, SBOR decoding), which clearly separates it from the sibling API/query tools.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Does the description explain when to use this tool, when not to, or what alternatives exist?

"Use it to route the user to the right console page" gives a clear context for invocation, so an agent knows this is a discovery/router tool. It stops short of naming when-not-to-use or an alternative tool, so it is not a full 5.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
