With no annotations, the description carries the full burden. It transparently states the tool returns documentation about inputs, outputs, assumptions, and tables, and by nature is a read-only describe operation. It could be more explicit that it performs no calculation, but the description does not hide or misrepresent behavior.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
