Stop a running async GPU job and refund its credits.

Parameters:
  job_id: The id returned by the submitting tool, e.g. "covafold-fold_protein:abc123".

Returns: {status: cancelled|already_finished|not_found, message}.
FREE — and the job's own credits are returned automatically.
