TDQS

A3.9/5.0
Behavior4/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Beyond the annotations' write, open-world, and destructive profile, the description discloses that auth is required and gives the precise 409 outbound_not_registered failure while outbound is disabled. These are useful invocation behaviors, though no delivery-status or recovery behavior is described.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness4/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The description front-loads the action and communicates the auth and failure behavior compactly. The final Inputs sentence is largely redundant with the fully documented schema, preventing a top conciseness score.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

Combined with the complete input schema, annotations, and output schema, the description provides enough information for a correct basic invocation and anticipates an important failure mode. Its principal remaining gap is selection guidance relative to the many other sending and messaging tools.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema coverage is 100%, and the schema already explains E.164 formatting, segmentation, obtaining inbox_id, and both deduplication mechanisms. The description's input list and E.164 note mostly repeat that information, so it adds little parameter meaning beyond the schema.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

The opening sentence clearly specifies the action, resource, and sender scope: sending an SMS from the inbox number. It does not distinguish this tool from siblings such as cooper_send_message, cooper_send_draft, or cooper_chat_send.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines4/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

The SMS/inbox scope provides clear usage context, while the auth requirement and outbound-disabled condition establish operational prerequisites. There is no explicit guidance on when to choose this tool over other message-sending or draft-sending siblings.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
