Cooper Email

Place a call

cooper_place_call
Destructive

Place a call from the inbox phone number. Requires auth. to is a US or Canada number in E.164. Premium-rate numbers are rejected (HTTP 400 premium_rate_blocked). Other countries are rejected (HTTP 400 international_not_allowed). say is the text spoken with text-to-speech, at most 1000 characters. mode is say (default) or say_and_record, which speaks and then records a reply as a voicemail. Free has no voice minutes and returns HTTP 402 plan_limit_exceeded with upgrade_url. The same 402 is returned when the monthly minute allowance is used up. Each account can place at most 100 calls per UTC day (HTTP 409 daily_call_cap). An inbox with no active number returns HTTP 409 phone_number_not_found. Inputs: inbox_id, to, say, mode (optional), client_id (optional), idempotency_key (optional).

TDQS

A4/5.0
Behavior4/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

The description goes well beyond the annotations (destructiveHint=true, openWorldHint=true) by naming concrete failure modes and their HTTP statuses: 400 premium_rate_blocked, 400 international_not_allowed, 402 plan_limit_exceeded with upgrade_url, 409 daily_call_cap, and 409 phone_number_not_found. It also explains what say_and_record actually does with the recipient's reply. What it omits is whether the call is logged as a message/thread afterwards, which matters for a destructive outbound action.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness4/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The content is dense but well ordered: purpose first, then eligibility constraints, then mode semantics, then billing and rate-limit errors. The closing 'Inputs: inbox_id, to, say, mode (optional)...' sentence is pure duplication of the schema and should be cut.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness5/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a mutating outbound-call tool, the description covers auth, number format, geographic and rate restrictions, billing limits, idempotency behavior via client_id, and per-error semantics; an output schema exists so return values need not be explained. Nothing essential to a correct first invocation is missing.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema coverage is 100%, so the parameters are already documented, and the description largely restates them (to as US/Canada E.164, say at most 1000 characters, mode default say). The only marginal additions are the 1000-character limit and default mode being surfaced inline rather than requiring a schema read.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose5/5

Does the description clearly state what the tool does and how it differs from similar tools?

The opening sentence gives a specific verb and resource ('Place a call from the inbox phone number'), and outbound voice is unambiguous against the mostly email/SMS/CRUD siblings such as cooper_send_sms. An agent can identify the tool without opening the schema.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines3/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

It supplies operating prerequisites (auth) and hard eligibility rules (US/Canada only, premium-rate blocked, Free plan has no voice minutes), which effectively bound when the tool can be used. However, it never explicitly contrasts with cooper_send_sms or states the scenario that selects a voice call over a text message, so choice guidance is only implied.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
