Ask for today’s operator run
cvl_operator_runQueue today’s operator run for this workspace. It does NOT execute here — a worker claims the row and runs it, so this returns a run id and a status, never a report. If the workspace has already spent its daily cap the call is refused and names the cap and the spend; asking twice on one day attaches to the existing row rather than starting a second run.
