cvl_change_apply

Idempotent

Record that the site changed, so the impact can be measured against it. Needs the preview_token from cvl_change_preview of the same note and marked_at: preview, show the person, apply only after they agree. Retry with the same idempotency_key and you get the same single marker back — never a second one. Returns the proposal id you undo with.
