create_life_eapp

Idempotent

Create an eApp from a quote_id returned by any public quote tool and return its private apply_link. Call only after the user selects that quote and explicitly asks to start an application. Retries for the same quote reuse the eApp. Give the user the private apply_link and explain that they must open it to continue in Quote & Apply, complete the remaining application steps, and sign where required. This MCP action does not complete or submit the application to a carrier or bind coverage.

TDQS

A4.4/5.0
Behavior5/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Goes well beyond the annotations: it discloses that retries for the same quote reuse the eApp (explaining the idempotentHint), that the returned link is private and must be handed to the user, and critically that the action does NOT complete, submit, or bind coverage. That scope-limitation statement is high-value behavioral context not present in any structured field.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness4/5

Is the description appropriately sized, front-loaded, and free of redundancy?

Front-loads purpose in the first sentence, then layers precondition, idempotency, and user-facing instruction in logical order. Slightly long at four sentences, but each carries actionable information rather than filler.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness5/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

No output schema exists, yet the description explains what is returned (the private apply_link) and what the caller should do with it, and it closes the loop on what the tool does not do. An agent has everything needed to invoke and post-process this call correctly.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 100%, so both parameters are already fully documented in the schema, including the quote_id validity constraints and the user_confirmed meaning. The description echoes the quote_id source without adding format or syntax details beyond the schema, so the baseline 3 is appropriate.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose5/5

Does the description clearly state what the tool does and how it differs from similar tools?

States a specific verb+resource ('Create an eApp from a quote_id') and names the return value ('private apply_link'), which cleanly separates it from the quote_* siblings that produce quotes and the update_life_eapp_* siblings that mutate an existing eApp.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines4/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

Gives an explicit gating condition: 'Call only after the user selects that quote and explicitly asks to start an application,' and references the public quote tools as the upstream source. It stops short of naming a specific sibling alternative for the update/follow-on scenarios, so context is clear but alternatives are left implicit.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
