The description adds useful non-obvious context: no API key required, network preference for cold-start, and the fact that the result includes both open jobs and a matched subset. No contradiction with annotations.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
