Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already declare read-only, idempotent, open-world, and non-destructive behavior, so the description only needs to add context on top. It adds that no API key is needed, that the tool returns a catalog/sequence, and that listed tools are callable via tools/call by name. No contradiction with annotations.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
