spending_by_geography

Geographic breakdown of spending.
scope: 'recipient_location' (where the recipient is) or 'place_of_performance'
(where the work happens).
geo_layer: 'state', 'county', or 'district'.
At least one filter is required. The API returns HTTP 500 on an empty
filter set, so the requirement is enforced here with a clear error.
program_numbers filters assistance awards by assistance listing (CFDA)
number, e.g. ['93.778'] for Medicaid; use it with award_type='grants',
'loans', 'direct_payments', or 'other'. autocomplete_cfda() finds numbers
by program name.
