Decide one of the authenticated user's historical application reviews. Sending requires fresh job-level Apply permission: NeverApply will tailor documents, answer questions using the current profile and saved preferences, and submit this named job to the employer for one credit. Before calling with send, tell the member that this call submits the application to the employer, show the job and this scope, then set job_approved only after explicit agreement. An old exact-review approval or saved answer is insufficient. Dismiss closes the review without applying.
