List merchants the company keeps booking by hand to the same chart-of-accounts account, each proposed as a categorization rule: the merchant, the account, how many times it was booked that way, how many exceptions there were, and how many transactions are still waiting that a live rule would book. Merchants already covered by a rule, split between accounts, or declined are left out. Read-only; transaction_accept_rule_suggestion saves one as a draft rule that books nothing until a person approves it.
