Get the result of a write operation

Looks up a write operation by operation_id (returned by every write tool): tool, customer_id, result (pending / completed / partial / failed / unknown), phase reached, resource_map of what was actually created in Google Ads, error, created and updated times. Call it after a timeout, result_unknown or partial result before deciding whether to retry, so nothing is created twice.
