Restore a backup to a new server (spends money)
gpucloud_restore_server_backupCreates a NEW server (same GPU model and region) from an AVAILABLE backup; the original server is not changed. Billed like a new hourly server: the first hour from credits now, then per hour. Needs canLaunch, a saved card, credits for one hour, the budget and key caps. Two steps: without confirmationToken returns the price and a token; with it, launches. Poll gpucloud_get_server for the new server.
