spreadsheet_file_create
Register a spreadsheet file row in the library for bytes that already sit in R2: r2_key must be a spreadsheets// key minted by the upload route or spreadsheet.create_with_content — a caller-invented, foreign-tenant, or wrong-domain key is refused. sheet_count, row_count, and column_count are unverified client-reported hints, since nothing server-side parses the binary. NEXT: spreadsheet.create_with_content stores the bytes and registers the row together.
