Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?
Annotations already mark readOnlyHint=true, so the description only needs to add context; it adds 'public', '[무료]' (free), the exact status set, and whether MP3/ASS output is ready. It does not contradict the annotations and gives a reasonable picture of side-effect-free behavior.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
