A4.8/5.0
Behavior5/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Beyond the annotations, it discloses that sending the request triggers a mobile notification and billing, that prices are summed over the selected products, that only selected products are executed under one approval, and that it returns transactionId and status. It also warns against repeated requests during the approval wait, which is meaningful given idempotentHint=false.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness5/5

Is the description appropriately sized, front-loaded, and free of redundancy?

The purpose is front-loaded, followed by the products/billing behavior, the return-and-next-step flow, and the warning against repeated requests. Every sentence carries actionable information, including the 20P note.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

For a 25-parameter, multi-step authentication tool with no output schema, the description is largely complete: it explains the return values, the billing/notification behavior, and the handoff to get_hometax_biz_bundle. It could say more about transactionId lifetime or status values, but the core flow is covered.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters4/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema coverage is 100%, so most parameter meaning is already in the schema. The description adds value for the key 'products' parameter by explaining that only selected products execute and that unit cost is the sum of selected product costs, though it does not discuss the other 24 parameters.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose5/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description states a specific verb and resource: request simple identity authentication for the business tax integrated lookup. It also names the downstream sibling get_hometax_biz_bundle and the products parameter, so an agent can distinguish it from the fetch/results tool and from the personal-tax variants.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines5/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

It gives explicit when-to-use guidance: call only after user confirmation, then pass the returned transactionId to get_hometax_biz_bundle after phone approval. It also names an exclusion — don't re-request while approval is pending or auto-approve — and flags the notification/billing side effect.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
